Preparedness for any disaster by equipping ourselves for minor search and rescue (SAR) operations plays a vital role in reducing loss and damage. Search and rescue are always real-time and closely related to the survival of those involved. Therefore, preparation and investment in sustainable rescue techniques and equipment are critical for Search and Rescue (SAR) response readiness in the event of a possible incident. With this intent Nepal Preparedness Partnership (NPP)-National Steering Committee (NSC) decided to support the municipalities of Chitwan District (Ratnanagar, Kalika, Khairahani, Rapti, and Madi Municipalities and Ichchhakamana Rural Municipality) with basic life-saving equipment. This support was also as per the need and request by the municipalities to further enhance their existing capacities to conduct SAR operations as the first responders. This support will certainly help and contribute to the smooth implementation of the Local Disaster and Climate Resilient Plan (LDCRP), which was prepared with support from NPP/APP. The handover program was organized by the Ministry of Home Affairs (MOHA); Nepal Preparedness Partnership (NPP); the Asian Disaster Preparedness Center (ADPC)- the Asian Preparedness Partnership (APP); Bill & Melinda Gates Foundation (the foundation). Under Secretary of the Ministry of Federal Affairs and General Administration (MoFAGA), together with Municipalities’ Vice-chairperson, Ward Chairpersons, and Chief Administrative Officers, Department Heads and representatives from ADPC and NDRC attended the event held on 16-17 January and 8 February 2023 in the respective Municipalities.

In the foreground of the geographical situation of these five municipalities floods are the most frequently occurring hazards followed by road accidents, wild animal attacks, landslides, and fires. Rescue works and emergency responders’ efforts have been hindered by readily available or inadequate basic life-saving equipment as time is of the essence in disaster situations. Preliminary consultations with the respective municipalities and communities during the formulation of their respective LDCRP had indicated the necessity of the municipalities to gear up for municipal and ward-level preparedness and response to floods and other disasters. Based on this, this support intends to further capacitate them to protect and save lives and properties in the respective municipalities.

The most important aspect during emergency response is to save human lives and reduce human causalities during any disaster events, while on the other hand, the municipality needs to be prepared and ready to respond to such situations as the first responder. This equipment supports along with capacity building support we have been receiving from APPII/NPPII has been contributing to reinforcing capacities to fulfill our mandated responsibilities to lead to protect the lives of the at-risk population. Ratnanagar Municipality is one of the highly impacted flood-prone areas in Chitwan District. The municipality is in its early growth stage, especially in the disaster management sector and we acquire all the support available from interested development partners so that we can mature with time. In this context, we consider ourselves fortunate to be supported by APPII/NPPII/ADPC/NDRC, for the past 2-3 years. Their support in capacitating our ability to prepare, reduce and respond to disasters has guided us to formulate strategies to improve our disaster management capacities. Local-level disaster response and preparedness are a major responsibility among the many duties bestowed upon the municipality. Knowledge and skills in disaster management are essential to fulfill these responsibilities.  APPII/NPPII/ADPC/NDRCs’ continued efforts and investment in upgrading our disaster management capacities are now gradually enabling us to progressively and properly manage plans and strategies for improvised disaster management.  The light search and rescue materials we received today will support us to timely respond and save lives because in the past we did not have these and had to wait for others to support us to respond. We highly appreciated the continued support from the project initiatives and expect similar efforts and support in the coming days to further enable and sustain our abilities.

We are willing to collaborate with development partners for capacity building, strategic management, and risk mitigation to make this municipality resilient over time. In this context, we feel fortunate to have the support of NPP/ADPC/NDRC, to formulate strategies to improve our disaster management capabilities and enable our capacity to prepare, mitigate and respond to disaster response. Basic life-saving material support is another cornerstone and inspiration for building our resilience. Achievements and Way Forward:

  • All municipalities will provide separate storerooms to stock all LSAR materials.
  • Municipalities will collaborate to provide LSAR training to municipal staff.
  • Municipality to develop guidelines for the utilization of rescue materials.
