About ADRF

Advancing Localization

The Asian Disaster Readiness Fund (ADRF) is an innovative financing mechanism designed to secure support from multiple donors, all focused on advancing localization.

The Fund supports the Asian Preparedness Partnership (APP), ADPC’s major localization program which started in 2017. The APP includes ADPC member countries—Cambodia, Lao PDR, Myanmar, Pakistan, the Philippines, Nepal, and Sri Lanka—and is supported by the Gates Foundation. It helps establish National Preparedness Partnerships (NPPs) that unite government, civil society, and the private sector, and other relevant stakeholders.

The ADRF, launched on 30 July 2024, enables NPPs to support locally-led Disaster Risk Reduction (DRR) actions, strengthening preparedness, recovery, risk reduction, and climate action.

Thematic Areas

Currently, thematic areas co-created by the NPPs that can be included in their non-competitive proposals to access the ADRF are as follows:

01. Strengthening forecast-based, locally-led early warning and early action systems to each the at-risk last mile communities.

02. Enhancing multi-hazard contingency planning and emergency response plans, policies, and/or strategies at the local level

03. Integrating climate risks, strengthening locally-led climate change and community-based adaptation.

04. Enhancing community resilience through Community based Disaster Risk Management (CBDRM) approaches.

Innovative Features of ADRF

Governance and Management

The ADRF will be co-governed by the ADRF Committee, a decision-making body of nominated representatives from the ADPC/APP Secretariat and APP member countries. This committee will offer strategic direction for implementing and managing the ADRF, providing strategic recommendations to the APP Secretariat. The APP Secretariat will be responsible for the day-to-day operationalization and management of the fund, as well as providing the secretariat and coordination support to the ADRF Committee.

 

At the country level, the National Preparedness Partnerships will ensure partners’ accountability in utilizing the ADRF, including monitoring activities and sharing key learnings.

  • Leadership:
  • The committee is headed by a chairperson

  • Tenure:
  • Members serve a two-year term, with a possible extension of an additional two years.

  • Guiding principles:
  • The committee operates based on imperially, neutrality, independence, transparency and inclusivity.
