The guideline is a response to article 8 of Cambodia’s Law on Disaster Management (DM), which requires the establishment of disaster management mechanism in all the ministries including the Ministry’s DM secretariat and focal point(s) to closely work with the National Disaster Management Center (NCDM) (Khmer).
