The law regulates disaster management within the context of three goals – prevention, adaptation, and mitigation in the pre-disaster period, due to natural or human-made causes; emergency response during the disaster; and recovery in the post-disaster period. It also formalizes and mandates the NCDM as the official body to administer and coordinate all disaster management activities (Khmer & English unofficial translation).
