- Operation Listo – Disaster Preparedness Manual for City and Municipal Local Government Units (LGUs)
The manual supports Operation Listo, an advocacy program that informs LGUs on necessary disaster preparedness actions. The manual aims to standardize local protocols and platforms for early preparedness, response, and monitoring duties (English)

- Implementing Rules and Regulations of Republic Act No. 10121
The act elaborates on the rules that have been enacted as “an act of strengthening the Philippines disaster risk reduction and management system, providing for the national disaster risk reduction and management plan. Appropriating funds therefore and other purposes.”
- Joint Memorandum Circular (JMC) No. 001 series of 2015 – Implementing Rules and Regulations (IRR) of Republic Act No. 10639 – An Act Mandating the Telecommunications Service Providers to Send Free Mobile Alerts in the Event of Natural and Man-made Disasters and Calamities
The memorandum outlines rules and regulations for implementing a “Nationwide Early Warning system that is capable of near real-time delivery of critical and informational messages like emergency announcements, storm warnings, tsunami alerts, evacuation directives, and others related to disaster management to active mobile devices in targeted and specific locations” (English).
- Joint Memorandum Circular (JMC) No. 001 series of 2016 – Guidelines on the Formulation of Contingency Plans for Human-induced Hazards and Adoption of the Contingency Planning (CP) Guidebook
The memorandum provides guidelines for operationalizing contingency plans for natural and human-induced hazards in accordance with the Contingency Planning Guidebook (English).
- NDRRMC Memorandum Circular No. 004 series of 2012 – Implementing Guidelines on the use of Incident Command System (ICS) as an On-scene Disaster Response and Management Mechanism under the Philippine Disaster Risk Reduction and Management System (PDRRMS)
The memorandum marks a formal adoption of the ICS and offers guidance for the government and private sector to institutionalize ICS into its on-scene operations (English).

The act was enacted by the Government of the Philippines in 2010 and reaffirms national commitments to disaster risk reduction and management (English).

Standard Operating Procedures (SOP)
