    The guidebook provides a reference to preparing a contingency plan as a basis for actions before and during an emergency situation. It also includes direction on how stakeholders can develop coping strategies to minimize the adverse consequences of hazards as well as existing guidelines and policies (English).
  • Disaster Rehabilitation and Recovery Planning Guide
    The guide provides a framework and planning reference for national, regional, and local levels to simplify their post-disaster rehabilitation. It also details baseline data requirements, procedures for the coordination of rehabilitation and recovery efforts, reference to preparing and conducting training programs, and definition of programs, projects, and activities (English).
  • National Disaster Preparedness Plan – 2015 to 2028
    The guide provides a framework and planning reference for national, regional, and local levels to simplify their post-disaster rehabilitation. It also details baseline data requirements, procedures for the coordination of rehabilitation and recovery efforts, reference to preparing and conducting training programs, and definition of programs, projects, and activities (English).
  • National Disaster Response Plan (NDRP)
    This plan serves as a “multi-hazard” response guide for hydro-meteorological hazards. It is a product of a collaborative effort between government agencies and civil society (English).
  • National Disaster Response Plan (NDRP) – Hydro-Meteorological Hazards (Version 2)
    An update from the 2014 edition, this plan outlines effective practices for responding to hydro-meteorological threats, including typhoons, monsoons, floods, and storm surges. It was published in conjunction with two other plans on response efforts for earthquakes and tsunamis and acts of terrorism. Taken together, the NDRP provides a comprehensive strategy for all agencies and networks involved in disaster risk reduction and management (English).
  • National Disaster Response Plan (NDRP) – Earthquake and Tsunami
    This plan outlines effective practices for preparing for and responding to unpredictable earthquakes and tsunamis. It was published in conjunction with two other plans on response efforts for hydro-meteorological hazards and acts of terrorism. Taken together, the NDRP provides a comprehensive strategy for all agencies and networks involved in disaster risk reduction and management.

Regulation

  • Implementing Rules and Regulations of Republic Act No. 10121
    The act elaborates on the rules that have been enacted as “an act of strengthening the Philippines disaster risk reduction and management system, providing for the national disaster risk reduction and management plan. Appropriating funds therefore and other purposes.”

Standard Operating Procedures (SOP)

  • Standard Operating Procedures (SOP) for the Early Warning Broadcast System (EWBS)
    The SOP provides an overview of the Digital Terrestrial Television Broadcasting (DTTB) migration plan for early warning. The plan includes the purpose, coverage, general measure and guidelines on EWBS alerts, roles and responsibilities of regulating agencies, and future steps being taken to ensure effective use of procedure (English).
