In Nepal, disasters primarily affect local communities, leading to immediate responses from neighbors and local leaders. The Nepal Preparedness Partnership (NPP) promotes a whole-of-society approach to disaster preparedness, emphasizing locally ...led action over external support.
The NPP localization model consists of five layers:
· Enabling Environment: Supportive national policies.
· Partnership Platform: Coordination among various stakeholders.
· Operational Mechanisms: Focus on planning, financing, and implementation.
· Local Leadership: Empowering local decision-making.
· Cross-Cutting Principles: Inclusion, accountability, sustainability, and learning.
With support from the Asian Disaster Readiness Fund, NPP has enhanced Local Emergency Operations Centers (LEOCs) in various municipalities to improve disaster response. Community-based disaster risk management initiatives have trained local volunteers, including youth and women, in emergency response and first aid.
Sustaining localization requires strong partnerships, clear roles, and shared ownership, with a focus on integrating disaster risk management into local planning. The NPP model fosters collaboration among government, civil society, and the private sector, ensuring that no one is left behind. It promotes gender equality and social inclusion by engaging marginalized communities in preparedness activities.
The experience in Chitwan demonstrates that effective preparedness is achieved through local leadership and collaboration, reinforcing the idea that resilience is built from the ground up.
