The guideline details how to effectively develop a national volunteer forum (NVF) to support disaster management efforts. It covers four strategic objectives – financial, customer, operational, and people – and their association with registration, mobilization, operational, and governance plans. It also expands on the engagement approach for volunteers, the various phases and methods to facilitate consultation engagement, a strategic plan, and reflection on NVF, and an overview of the NVF web portal developed by the National Disaster Management Authority (NDMA).
