This comprehensive study report presents a baseline study commissioned by the Bangladesh Preparedness Partnership (BPP), led by the Ministry of Disaster Management and Relief (MoDMR) with support from ADPC and the Gates Foundation. Conducted in the disaster-prone districts of Kurigram, Bagerhat, and Cox’s Bazar, the study evaluates the effectiveness of the Standing Orders on Disaster (SOD) 2019 and the National Plan for Disaster Management (NPDM) 2021-2025 in guiding preparedness and response at sub-national levels.
The report focuses on the functionality of Disaster Management Committees (DMCs), coordination among stakeholders, inclusivity of early warning systems, and community engagement. It highlights ongoing challenges in coordination, inclusive planning, and local capacity. Additionally, the report offers evidence-based insights and recommendations to strengthen disaster governance and support future policy development through a whole-of-society approach.
