The District Disaster Management Fund (DDMF), established under the Disaster Management (Fund Operation) Rules, 2021, holds significant promise as a key mechanism for disaster preparedness, response, and resilience buildingin Bangladesh. However, despite its strong legal foundation, the actual utilization of the fund remains alarmingly low, with over 80% of districts neither receiving nor using any allocations since the fund’s inception.
This policy brief analyzes the status of the DDMF, identifies key bottlenecks into its activation, and provides practical, actionable policy recommendationsto unlock its full potential. It draws on findings from a national policy analysis and inputs from a National Workshop on the DM Fund.
