Signing of the Terms of Reference between partners in Philippines

Mr. Hans Guttman, Executive Director of ADPC and Dr. Valerie Bemo, Deputy Director for Emergency Response in Bill & Melinda Gates Foundation (BMGF) visited Philippines on 20 April 2018 for the formation of Steering Committee (SC) and Technical Working Group (TWG) as part of the Asia Preparedness Partnership (APP) national network. APP is a multi-stakeholder regional partnership implemented by ADPC with support from Bill and Melinda Gates Foundation as a common platform to engage with public, private and humanitarian actors for strengthening disaster preparedness and response.

The APP SC&TWG has been formed to provide support, guidance, and oversight for project implementation for APP initiatives. The committee is chaired by the Office of Civil Defense (OCD) and co-chaired by Centre for Disaster Preparedness (CDP). To facilitate project implementation of national level activities, the official signing ceremony of Terms of Reference (ToR) was done by Mr. Ricardo Jalad, OCD Administrator & Executive Director of National Disaster Risk Reduction and Management Council (NDRRMC), Mr. Hans Guttman, ADPC’s Executive Director, Ms. Loreine Dela Cruz, CDP’s Executive Director, Mr. Rene Meily, President of Philippine Disaster Resilience Foundation (PDRF) and Dr. Orlando Mercado, President of Kapwa Ko Mahal Ko (KKMK) Foundation in the presence of Dr. Valerie Bemo, Deputy Director, Bill & Melinda Gates Foundation, Mr. Sisira Kumara, Director- Preparedness for Response & Recovery ADPC and Dr. Mel Capistrano, ADPC. 

The ToR has been drafted to enable smooth execution and sustainability of the project by utilizing the current Relief Committee as a platform to take forward APP activities in Philippines and promote the partnership even beyond the project duration. 

Visit to the Emergency Operations Center (EOC) managed by PDRF in Philippines. 

Following the APP Stakeholders’ Consultation Meeting in Manila, the delegation flew to Clark, Pampanga to visit the Emergency Operations Center (EOC) managed by PDRF. Inaugurated in 4 April 2018, it is believed to be the world’s first national EOC run by the private sector. Mr. Rene Meil toured the team around the facility and its utilization for hazard and disaster analysis. The Clark EOC serves as a focal point for disaster management related activities not only for Philippines but for the South- East region.
