The committee is chaired by the Office of Civil Defense (OCD) and co-chaired by Centre for Disaster Preparedness (CDP). To facilitate project implementation of national level activities, the official signing ceremony of Terms of Reference (ToR) was done by Mr. Ricardo Jalad, OCD Administrator & Executive Director of National Disaster Risk Reduction and Management Council (NDRRMC), Mr. Hans Guttman, ADPC’s Executive Director, Ms. Loreine Dela Cruz, CDP’s Executive Director, Mr. Rene Meily, President of Philippine Disaster Resilience Foundation (PDRF) and Dr. Orlando Mercado, President of Kapwa Ko Mahal Ko (KKMK) Foundation in the presence of Dr. Valerie Bemo, Deputy Director, Bill & Melinda Gates Foundation, Mr. Sisira Kumara, Director- Preparedness for Response & Recovery ADPC and Dr. Mel Capistrano, ADPC.

Following the APP Stakeholders’ Consultation Meeting in Manila, the delegation flew to Clark, Pampanga to visit the Emergency Operations Center (EOC) managed by PDRF. Inaugurated in 4 April 2018, it is believed to be the world’s first national EOC run by the private sector. The Clark EOC serves as a focal point for disaster management related activities not only for Philippines but for the South- East region.
